Verstand Tactical Consulting was founded on the importance of understanding how perception, cognition, and action interact to facilitate behavior.

The word Verstand means “of the mind,” and its importance is reflected in the quote by John Steinbeck. In this work, Steinbeck examines the psychological and intellectual dimensions of conflict, emphasizing that thinking, adaptability, and decision-making ultimately outweigh equipment or defensive posture.

Who We Are

Verstand Tactical Consulting, LLC helps legal professionals, agencies, and public-safety organizations understand what actually happens in high-stakes force encounters. Led by Dr. Lon Bartel, Verstand brings together law enforcement experience, human performance science, use-of-force analysis, and training-design expertise to help clients evaluate complex incidents with clarity, context, and discipline.

Our work focuses on the realities that often determine the outcome of a force case: perception, attention, reaction time, decision-making under stress, motor performance, video limitations, tactics, training, policy, and the legal standards that frame officer conduct. Dr. Bartel has served as a use-of-force expert, provided expert opinions or testimony in police-related and civilian cases across multiple jurisdictions, and participated in the review and evaluation of an estimated 300+ actual police use-of-force incidents, including deadly force matters.

For legal professionals, Verstand Tactical Consulting provides more than a surface-level review of reports or video. We examine what the evidence can, and cannot, show. Body-worn camera footage, surveillance video, witness accounts, physical evidence, policy, training records, and officer statements are evaluated through the lens of human performance and the conditions present at the moment force was used. That approach helps attorneys identify the real issues in a case, prepare stronger questions, evaluate claims of reasonableness, and explain complex force dynamics in a way judges, juries, and decision-makers can understand.

Verstand also brings extensive training and development experience to its work. Dr. Bartel has developed law enforcement training programs involving use of force, firearms, defensive tactics, human factors, de-escalation, active threat response, simulator-based training, and VR/AR/XR learning environments. His background includes developing more than 90 certified hours through the IADLEST National Certification Program, receiving an innovation award for developing the first NCP course using simulation, and developing the first NCP course using an interactive skill-development course inside a 3D headset.

This matters in litigation because training is often central to the question of what an officer knew, what an agency taught, what performance could reasonably be expected, and whether the actions in question aligned with accepted practice. Verstand has helped develop programs that move beyond check-the-box instruction and focus on measurable performance, realistic decision-making, and the science of how people perceive, process, and act under pressure. Dr. Bartel’s coursework in Human Factors in Force Encounters, for example, includes modules on stop time, shoot-and-turn dynamics, knife-charge events, prone-subject encounters, vehicle-contact risks, and the role of reaction and response time in force decisions.

Verstand Tactical Consulting is built for cases where details matter. Whether the issue is an officer-involved shooting, TASER deployment, physical control, alleged excessive force, training adequacy, policy application, video interpretation, or human performance under stress, we help legal teams separate assumption from evidence. Founder and Owner

With a vision for providing meaning, our founder brings a blend of big-picture thinking, academic excellence, and hands-on experience.

Lon Bartel’s work was grounded in performance psychology, with a foundation in his master's and undergraduate work in Sport Science. He immersed himself in human performance. Leveraging his and others’ research with a grounded understanding of force dynamics from a 20-year career as a law enforcement officer and trainer.

Dr. Bartel’s time as an AZPOST-appointed subject-matter expert in not only firearms but also arrest and control provides him with a unique and important foundation for evaluating decision-making and force application.

Dr. Bartel was a founding member of the Arizona Tactical Officers Association and served as its Secretary for the first 5 years. His tactical expertise has been relied on for breaching operations, chemical weapon response, dignitary protection, and operational security.
